The Biden-Harris Administration today unveiled a final rule that will protect and improve how millions of eligible people apply for, renew, and maintain health care coverage through Medicaid, the Children’s Health Insurance Program (CHIP), and the Basic Health Program (BHP).

Today, the U.S. Department of Health and Human Services (HHS), through the Centers for Medicare & Medicaid Services (CMS), approved section 1115 demonstration amendments that allow, for the first time ever, Medicaid and Children’s Health Insurance Program (CHIP) coverage of traditional health care practices provided by Indian Health Service (IHS) facilities, Tribal facilities, and urban Indian organizations (UIO).

Since taking office, the President has delivered the resources necessary to end the COVID emergency; built on the success of the ACA to further close the uninsured gap; reduced Americans’ healthcare premiums and prescription drug costs; finally allowed Medicare to negotiate for lower prescription drug prices and taken on Big Pharma; acted to protect millions of consumers from surprise medical bills and junk fees; made progress on bold new goals as part of the Biden Cancer Moonshot; released a national strategy to tackle the mental health crisis; and created new efforts dedicated to closing gaps in women’s health research and preventing, detecting, and treating devastating diseases like cancer and Alzheimer’s disease.

This Administration has also cut red tape to make applying for and renewing Medicaid coverage easier, and established new standards to ensure people have access to the care they need when they need it. In addition to today’s record-breaking enrollment numbers, we are also releasing a report and a data chart pack detailing the Biden-Harris Administration’s historic progress to improve the health of millions of Americans– from making health care and prescription drugs more affordable, to tackling crises in mental health, maternal health, and more, and investing in public health infrastructure.

CMS also found that 12 million enrollees never filed a medical claim in 2024 (up from 3.5 million enrollees in 2021) – raising questions about how many enrollees even know they are enrolled in Obamacare plans because “Biden Covid Credits” require zero skin in the game for enrollees.

Now, under ARPA, a 60-year-old with an income of 430% of the federal poverty level would see more than a 50% reduction in premiums for gold or silver plans.2 The administration hopes to make these increases permanent in the pending reconciliation legislation.
