At the narrowest point, the Strait of Hormuz and its shipping lanes lie entirely within Iran and Oman's territorial waters.

Most of the countries in the world have agreed to an international treaty, the United Nations Convention on the Law of the Sea, that bans interfering with ships passing through the Strait of Hormuz.

ويحد المضيق من الشمال والشرق إيران، ومن الجنوب سلطنة عُمان التي تشرف على حركة الملاحة البحرية فيه إذ يأتي ممر السفن ضمن مياهها الإقليمية. وتبدأ حدوده الشمالية الغربية من الخط الذي يصل رأس الشيخ مسعود في شبه جزيرة مسند العمانية بجزيرة هنجام مرورا بجزيرة قشم حتى الساحل الإيراني، وهذا الخط هو الذي يفصل مضيق هرمز عن الخليج العربي.

The Strait of Hormuz is not international waters. Hormuz is an international strait covered by the territorial waters of Iran and Oman (see Gioia). The coastal states have sovereignty in the territorial sea.

Tehran does not recognize transit passage through any part of its territorial waters or the Strait of Hormuz, and has placed restrictions on innocent passage there as well, partly to challenge the United States.
