Summary
There is no separate, globally recognized “second internet.” While it is technically possible to build isolated networks or alternative infrastructures, they either must adhere to the existing Internet’s addressing and routing standards to interconnect, or remain isolated and not constitute a distinct worldwide Internet. Consequently, a second, parallel Internet does not currently exist.
