Voice to Skull Technology Exists but Has Limits

Nonlethal weapon which includes (1) a neuro-electromagnetic device which uses microwave transmission of sound into the skull of persons or animals by way of pulse-modulated microwave radiation; and (2) a silent sound device which can transmit sound into the skull of person or animals.

The underlying science is real and well-documented. It’s called the microwave auditory effect, or Frey effect, named after researcher Allan Frey, who first described it in the early 1960s.

Specifically, we extend prior work on smartglasses by 1) using a bone conduction speaker and microphones to explore signals transmitted directly through the skull (rather than over an air gap [55]), 2) examining the potential of multiple skull sites for capturing bio-acoustic responses, 3) experimenting with different cue types, and 4) studying the effects of microphone contact variability and background noise on authentication performance. These practical concerns are, by and large, omitted in prior work. We provide a more detailed description of the key differences between our work and prior research with respect to the sensors used, required authentication actions, studied (experimental) conditions, and reported accuracy in Appendix A.1 Table 2.

Victims report experiencing unexplained voices or sounds that seem to come from inside their heads. This has led to concerns about potential misuse of such technology for harassment or mind control purposes. A 2008 Pentagon report titled Bioeffects of Selected Non-Lethal Weapons outlines potential applications of directed energy to induce auditory effects. Auditory hallucinations are clinically documented phenomena caused by internal neural processes. There is no verified scientific evidence that voice to skull technology is responsible for psychiatric auditory hallucinations.
